FBI agents had regular conversations with Twitter content moderators. They asked frequently for tweets to be removed for allegedly violating their policies against election-related false information. The conversations were so numerous—including emails and weekly meetings—that a top Twitter staffer came to describe the relationship between the company and law enforcement as “government-industry sync.”

The FBI often recommended that content managers look into tweets and take legal action against users who are violating misinformation policies. Many of these tweets came from low-follower users who were engaging in humor and satire. Claire Foster, a user with a low following count who tweeted “I am a ballot counter for my state,” was flagged by the FBI.
